The Campus is funded by the State, the Région Île-de-France, the City of Paris, the établissement public territorial Plaine Commune and the City of Aubervilliers.

THE STATE

The Établissement Public Campus Condorcet (EPCC) is placed under the authority of the French Ministry of Higher Education, Research and Innovation.

A trilateral agreement, signed by the State, Grand Paris Aménagement and the EPCC in 2011, defined the scope of the land acquisition transactions required to build the Aubervilliers Campus.

The State made an investment of over €60 million to acquire all the necessary land - 6.4 hectares - and proceed with demolition work.

In addition, the State allocated €450 million to a non-expendable endowment fund; the interest generated will be used to pay the private partner, which will take the form of rent.
The Public-private partnership (PPP), for which the EPCC is the contracting authority, was signed on 16 March 2016 with the groupement Sérendicité, comprising GTM Bâtiment (a subsidiary of Vinci Construction France), 3i Infrastructure PLC and ENGIE Cofély. It encompasses the design and construction of around 50,000 m2 (net floor area) of buildings in Aubervilliers, including the Ined headquarters, research and training areas, a conference centre, a researchers’ residence, a scientific incubator, restaurants and support facilities for life on campus. The contract holder is also responsible for maintaining the buildings once they have been constructed and for providing services.

THE REGION ÎLE-DE-FRANCE

At the Aubervilliers site, the regional authority is funding and conducting the construction of the "Grand équipement documentaire" Library (GED) and the building that will house the EHESS research units. At Porte de la Chapelle, it is jointly funding construction work - to the tune of €23 million - with the State and the City of Paris.

THE REGION IS THE PUBLIC CONTRACTING AUTHORITY FOR TWO BUILDINGS AT THE AUBERVILLIERS SITE

On 11 October 2013, the State transferred contracting ownership for the library building to the Conseil régional d'Île-de-France. The Région Île-de-France is financing the campus research library, including construction and initial equipment, which amounts to €110 million. All the preliminary studies are also being conducted by the regional authority, which has gained substantial experience in building libraries in the Greater Paris area. The University Library of Languages and Civilisations (Bulac), the Versailles Saint-Quentin-en-Yvelines science library, as well as the new humanities room at the Université Paris Ouest Nanterre are among its most recent achievements.

The future EHESS research building (net floor area: 9,200 m2) is also being funded and built by the Région Île-de-France, amounting to an investment of €38 million.

€23 MILLION IN FUNDING FOR THE PARIS SITE

The buildings at the Porte de la Chapelle site (net floor area: 20,000 m2) are being jointly funded by the City of Paris, the Région Île-de-France and the State. The Établissement Public Campus Condorcet is the contracting authority for the site.

THE CITY OF PARIS

The Campus Condorcet Paris site will be located on part of the old Dubois station, which the City of Paris repurchased from the French Rail Network in 2014. In mid-December 2015, the City and the Campus signed a financial agreement for the site. In this agreement, the City of Paris committed to assign €23 million to the La Chapelle site, one-third of the total cost (€69 million). The remainder will be funded in equal proportions by the State and the Région Île-de-France.

In the summer of 2019, the City of Paris transferred this 9,000 m2 plot of land, vacated and demolished, to the State for a period of 50 years. Moreover, it has made a commitment to build an additional road to the west of the plot, to accompany the construction of the Campus.

THE SAINT DENIS LOCAL AUTHORITIES

The City of Aubervilliers and the établissement public territorial Plaine Commune have provided land for the Aubervilliers site. The établissement public territorial Plaine Commune and the City of Aubervilliers, who owned this land, have transferred ownership to the Campus at no charge.

In addition, Plaine Commune is contributing to the project according to its mandate, in particular regarding road development and support for transport facilities. Plaine Commune is therefore set to invest €5.3 million in development work around the campus.
